July Forum Tackles the Challenges of EMB Compliance for Small Medical Facilities
This month's Envi-Comm Forum brought together medical practitioners, environmental professionals, and regulators to discuss one common challenge: how small medical facilities can stay compliant with Environmental Management Bureau (EMB) requirements while continuing to provide quality patient care.
The forum featured guest speaker Lisa Prudenciado, Regional President of Philippine League of Government and Private Midwives Inc. (PLGPMI), an advocate for proper medical waste segregation and disposal.
She shared practical insights into the common challenges healthcare facilities face and the best practices that help them remain compliant.
Engr. Christine Joy Martinez, Team Lead of Envi-Comm's Strategic Environmental Assessment Team (SEAT), also attended the event, along with Engr. Ken Rondell Pajayat from EMB Region VII, who provided additional guidance on EMB compliance and answered participants' questions.

Multiple Haulers for Better Flexibility
Medical facilities may maintain contracts with different hazardous waste haulers to help ensure uninterrupted waste collection and disposal services.
A Solution for Smaller Clinics
Some clinics cannot meet the minimum waste volume required under standard collection contracts. Envi-Comm is in talks with these small clinics to come up with a solution for a better, more streamlined collection arrangement.
Simplifying Waste Management Through Technology
Managing multiple service providers often means handling different sets of paperwork, maintaining regular communication, and tracking waste movements. To address these challenges, Envi-Comm introduced the Waste Monster app, a platform that works much like Grab, but for your garbage.
Talks for scheduling site visits and networking
The day's discussions extended beyond the conference room as attendees joined a site visit, allowing prospective clients to observe Envi-Comm's operations firsthand.
The forum concluded with a site visit, proposals, and an office visit by the guest speaker, accompanied by several prospective clients.

Why Cebu Leads Central Visayas in Hazardous Waste Treatment

Just last year, Cebu accounted for 77% of the region's hazardous waste treatment, far exceeding the other provinces in Central Visayas. Negros Oriental accounted for 14.01%, followed by Siquijor with 6.51% and Bohol with 2.31%.
These figures refer to hazardous waste being treated, not necessarily the amount being generated.
The higher volume is directly related to Cebu being the region's industrial hub, having more hospitals, as well as Treatment, Storage, and Disposal (TSD) facilities. This also includes waste generated in nearby provinces that is transported to Cebu for treatment.
What This Means for Cebu
Cebu plays a central role in treating hazardous waste across Central Visayas. Managing larger volumes of hazardous waste requires strict compliance with environmental laws, effective monitoring, and proper treatment and disposal methods.
Without proper management, hazardous waste can negatively impact land, water, and public health. As the region continues to grow, continued investment in waste treatment infrastructure and regulatory enforcement will become increasingly important.
What We Can Do About It
Mayor Archival highlighted the importance of waste segregation in preparation for new garbage collection regulations.
Under Cebu City Ordinance No. 2031, enacted in 2004, the city follows a strict “No Segregation, No Collection” policy for all households and establishments.
Building proper waste segregation habits is one of the simplest yet most effective ways residents can support waste haulers and treatment facilities, helping ensure that waste is managed safely and efficiently.

Even across multiple manifests running at the same time, you can see the real-time location and treatment status of each shipment, down to which facility is handling it.
The model is similar to Grab: you know where your ride is, when it's expected to arrive, and when the trip is complete.
Waste Monster App works the same way, except what you're tracking is your waste's location, its treatment progress, and when your Certificate of Treatment is ready to be received.
