After Binaliw landfill collapse killed 36 people in January, DENR moved fast. DAO 2026-22 is their response — and it’s already being enforced in Cebu. Last month, DENR-7 gave Category 4 landfill operators a hard 30-day deadline to form a Multipartite Monitoring Team (MMT) — a formal group that monitors your project’s environmental compliance. No MMT, no cover.

- Heavy Industries — metal plants, steel mills, petroleum and petrochemical facilities
- Resource Extraction — mining, quarrying, logging, fishpond development
- Infrastructure — power plants, major dams, reclamation projects, roads, bridges, sanitary landfills
- Priority projects — those with significant climate change impact, as identified by EMB
- Any project in an environmentally sensitive area — coastal zones, watersheds, protected areas, flood-prone zones

- Start with Green Procurement: Rethink what comes in before managing what goes out. Prioritize eco-friendly, reusable supplies when sourcing for your facility.
