The NWRB Clearance (or Water Permit) is for obtaining rights to appropriate and use water from any source, ensuring sustainable water resource management.

RESPONSIBILITIES OF THE CONSULTANT
  • Conduct a thorough review of the project and its water requirements to determine the appropriate type of Water Permit
  • Assist the proponent in securing and preparing all necessary legal, corporate, and technical documents
  • Coordinate with relevant government agencies (e.g., DENR, LWUA, LGU, DOE) to obtain required certifications and clearances
  • Prepare or facilitate the preparation of technical plans and data, such as Vicinity Maps and Well Drilling Data
  • Consolidate the complete application package and submit it to the NWRB
  • Act as the liaison between the proponent and the NWRB, responding to queries and facilitating compliance with any additional requirements
  • Provide support throughout the permit processing and approval stages

REQUIREMENT FROM PROPONENT
WATER PERMIT FOR MUNICIPAL USE
  • Proof of land ownership or legal right to use the property where the water source is situated
  • Certificate of Registration from DTI, CDA, or SEC, with Articles of Incorporation and Corporate Secretary Certification on capital structure
  • Certificate of Conformance from LWUA (for Water Districts only)
  • Certificate of Registration (if a Barangay Waterworks or Rural Waterworks and Sanitation Association)
  • Vicinity Map/Location Plan (scale 1:10,000 or 1:50,000) showing the exact location of the point of diversion
  • Subdivision Plan (if applicable)
  • Well Drilling Data (for existing groundwater sources), authenticated by the well driller, including Physical and Chemical analysis of water
  • Sangguniang Bayan / Regional Development Council endorsement (for LGU-managed water supply facilities)
  • Environmental Compliance Certificate (ECC) or Certificate of Non-Coverage (CNC) from DENR-Regional Office
  • Other documents that may be required by the Board
WATER PERMIT FOR IRRIGATION USE
  • Proof of land ownership or legal right to use the property where the water source is situated
  • Certificate of Registration from DTI, CDA, or SEC, with Articles of Incorporation and Corporate Secretary Certification on capital structure
  • Vicinity Map/Location Plan (scale 1:50,000) showing the exact location of the point of diversion
  • General layout of the system, delineating the area for water use, adjoining lands, and owners relative to the point of diversion
  • Well Drilling Data (for existing groundwater sources)
  • Environmental Compliance Certificate (ECC) or Certificate of Non-Coverage (CNC) from DENR-Regional Office
  • Other documents that may be required by the Board
WATER PERMIT FOR POWER GENERATION
  • Proof of land ownership or legal right to use the property where the water source is situated
  • Certificate of Registration from DTI, CDA, or SEC, with Articles of Incorporation and Corporate Secretary Certification on capital structure
  • Vicinity Map/Location Plan (scale 1:10,000 or 1:50,000) showing the exact location of the point of diversion
  • Brief Description of the project, including how water will be used, the amount needed, and the power to be generated
  • Environmental Compliance Certificate (ECC) or Certificate of Non-Coverage (CNC) from DENR-Regional Office
  • Certificate of Registration from DOE and Certificate of Indorsement

WATER PERMIT FOR INDUSTRIAL USE
  • Proof of land ownership or legal right to use the property where the water source is situated
  • Certificate of Registration from DTI, CDA, or SEC, with Articles of Incorporation and Corporate Secretary Certification on capital structure

  • Certificate of Registration from DTI, CDA, or SEC, with Articles of Incorporation and Corporate Secretary Certification on capital structure
  • Vicinity Map/Location Plan (scale 1:10,000 or 1:50,000) showing the exact location of the point of diversion

WATER PERMIT FOR LIVESTOCK RAISING
  • Proof of land ownership or legal right to use the property where the water source is situated
  • Certificate of Registration from DTI, CDA, or SEC, with Articles of Incorporation and Corporate Secretary Certification on capital structure

OTHER REQUIREMENTS
  • For Well Drilling: The application must include the name of a duly registered well driller.
  • For Transfer of a Water Permit: A verified petition stating the reasons for the transfer, with the attached contract or agreement.
  • For Lease of a Water Right: A verified petition accompanied by a duly executed contract of lease.
  • For Bulk Water Supply: An agreement, MOA, or Joint Venture Agreement between the supplier and the buyer, specifying how the water will be used
